Lupa is a 5★ Fusion Broadblade Main DPS in Wuthering Waves. The best build is Wildfire Mark with the 5-piece Flaming Clawprint echo set, using Lioness of Glory as the main echo. The strongest team is Lupa with Changli and Brant (all-fusion wolf pack). At Level 90, aim for 16000+ HP, 1100+ DEF, 1800-2500+ ATK, 65-80%+ CRIT Rate, 215-260%+ CRIT DMG, 115-130%+ Energy Regen and 50-80%+ Fusion DMG Bonus.
Best Weapons
by calculated performance
Wildfire Mark
R1BestHigh Base ATK and CRIT DMG, and a Resonance Liberation DMG Bonus buff as well as a team-wide 24% DMG buff make Lupa's Signature expectedly her best weapon bar none.
100.0%

Ages of Harvest
R1Mostly a CRIT Rate and Base ATK stat stick for Lupa. She is fully able to take advantage of this weapon's effect, but in practice it only buffs the Foebreaker Resonance Skill after her Ultimate which only represents 1/8 of her damage. So while it remains a great option, it's not the strongest.
87.8%

Kumokiri
R1Chisa's Signature provides Lupa with a very small amount of Liberation DMG on Intro, and a huge chunk of CRIT Rate at the cost of slightly lower Base ATK than other 5-stars. Its stat totals (due to lower Base ATK) don't make it better than Ages of Harvest but do make it a good alternative if you don't own her Signature weapon.
87.0%

Verdant Summit
R1Mostly a CRIT DMG and Base ATK stat stick for Lupa. She is fully able to take advantage of this weapon's effect, but in practice it only buffs her Wolf's Claw Heavy Attack which only represents 1/16 of her damage, so while it remains a great option, it's not the strongest.
86.7%

Thunderflare Dominion
R1Simple ATK and CRIT Rate stat-stick for Lupa who does not benefit from this weapon's Heavy Attack DMG-focused effects.

Best Echo Sets
5-Piece Sonata
Flaming Clawprint
Increases Fusion DMG Bonus by 10% unconditionally and gives all party members 15% Fusion DMG Bonus when casting Ultimate on top of giving the equipper 20% Liberation DMG Bonus, all of these effects lasting 35s (which means they can be permanently applicable if maintained). Lupa's dedicated Echo set is expectedly her best thanks to its ability to increase her primary damage type immediately as she uses her Resonance Liberation at the beginning of her rotation, all the while providing a party-wide Fusion DMG Bonus increase as she typically is paired with a Fusion DPS, which offers the best mix of damage increase to herself and supportive capabilities for her teammates.

Lupa build summary
Wildfire Mark is the weapon to build around. Without it, Ages of Harvest, Kumokiri and Verdant Summit are the next picks, in that order. Waning Redshift is the budget option.
On the Flaming Clawprint set, run CRIT Rate / CRIT DMG on the 4-cost, Fusion DMG on the 3-cost, Fusion DMG > ATK% on the 3-cost and ATK% on both 1-costs. Substats in priority order: Energy Regen (Until Satisfied) > CRIT Rate = CRIT DMG > ATK% > ATK > Liberation ATK DMG%.
The Resonance Chain nodes worth pulling for are S4 (+125% DMG), S3 (+100% Liberation DMG) and S1 (+20% CRIT Rate). Level Res. Liberation → Intro Skill → Forte Circuit → Basic Attack → Res. Skill.
Ascension needs 46× Unfading Glory above everything else, and the full build — ascension plus every forte node — costs 2,200,000 Shell Credits.
